PhilHealth task force to submit probe results Monday


Justice Secretary Menardo I. Guevarra said Sunday that the Task Force PhilHealth (Philippine Health Insurance Corp.) will submit to President Duterte Monday the result of 30-day investigation on reported irregularities in the State health insurance agency.

“We shall meet the Monday deadline,” said Guevarra, who heads the task force composed of representatives from the Department of Justice (DoJ), Office of the Ombudsman (OMB), Commission on Audit (CoA), Civil Service Commission (CSC), and the Office of the President (OP) with other agencies such as the Presidential Anti-Corruption Commission (PACC).

"Our report will attempt to present the general environment at PhilHealth which enables fraud and corruption, and specific instances where fraudulent or corrupt acts have been perpetrated because of this enabling environment,” he said.

However, he refused to give details of the task force’s report to the President.

He stressed that the task force “will wait for further directives from the President.”

“Our composite teams will continue performing their tasks of investigation, special audits, and filing of legal actions as we finish one case after another,” he added.

The task force terminated its hearings last week. Testimonies of 12 witnesses and resource persons were heard. Supporting documents were received.

Guevarra said the task force also used the records and documents gathered during the congressional investigations in the reported PhilHealth irregularities.

Among those who testified during the task force’s hearings were former PhilHealth Senior Vice President for Legal Sector Rodolfo del Rosario who resigned last Aug. 24, Senior Vice President for Finance Policy Management Israel Francis Pargas, Senior Vice President and Chief Information Officer Jovita Aragona, Corporate Secretary Jonathan Mangaoang, and acting Senior Manager of PhilHealth’s Fact-Finding Investigation and Enforcement Division (FFIED) Ernesto Barbado.
