Only 39 out of the 1,634 local government units (LGUs) nationwide have yet to submit their liquidation report on their first tranche distribution of emergency cash subsidy under the government’s Social Amelioration Program (SAP), the Department of Social Welfare and Development (DSWD) said Thursday.

"Tatlumpu’t siyam (39) sa kabuuang 1,634 na lokal na pamahalaan na lamang ang hinihintay na makapag-sumite ng liquidation (Thirty nine out of the total 1,634 local government units are expected to submit their liquidation report),” the DSWD said in a statement as it cited the significant contribution of the local government in the distribution of cash subsidies during the first phase implementation of SAP.
For the first tranche, P100.43 billion worth cash subsidies have been distributed to over 17. 6 million beneficiaries.
Republic Act No. 11469 or the Bayanihan to Heal As One Act entitles 18 million low-income families to receive emergency cash subsidy, ranging from P5,000 to P8,000 for two months.
"Naging matagumpay ang pamamahagi ng unang tranche ng SAP (The distribution of the first trache of SAP has been successful) at nakapaghatid ng P 100.43 bilyon na ayuda sa buong bansa (and P100.43 billion worth of cash aid was delivered nationwide) dahil sa malaking tulong ng lokal na pamahalaan (because of the huge assistance extended by the local government units) mula sa pagsusumite ng listahan (from the submission of the list) hanggang sa ligtas at maayos na pamamahagi ng ayuda sa benepisyaryo (from the safe and organised distribution of cash aid to the beneficiaries),” the DSWD said.
In mid-July, DSWD Secretary Rolando Bautista appealed to the remaining LGUs which have yet to comply with the liquidation requirements to submit their full report so that the agency can complete its validation and deduplication process. He had noted that that around 1,333 LGUs have completed their liquidation report.
"Karaniwan na nagiging dahilan ng pagka-antala ng liquidation report (The common reason foe the delayed submission of liquidation report) ay ang pagsasagawa ng post-payout validation (is the conduct of the post-payout validation) bilang patunay na eligible ang benepisyaryong nakatanggap ng ayuda (to ensure that the beneficiaries who received the cash aid is eligible), at upang masiguro rin na walang magdoble sa mga nabigyan ng ayuda (and to ensure that there will be no duplication of assistance),” the DSWD said.
"Naging balakid din ang pagsasagawa ng encoding ng mga SAC form (The encoding of the SAC form was also identified as a stumbling block) at mahinang (and the weak) Internet connection sa pagpo-propreso ng deduplication (for the processing of the deduplication). Kaya naman nagpadala ang DSWD Field Offices ng staff augmentation (That is why the DSWD Field Offices sent staff augmentation) sa lokal na pamahalan (to the local government units) upang mas mapabilis pa ang encoding ng mga SAC Form (to expedite the encoding of the SAC form),” it added.
The DSWD assured the public that the digital and manual payout for the second tranche of cash subsidies continue.
It said based on its July 29 SAP monitoring report, it has distributed the second tranche of cash subsidies to over 6.8 million beneficiaries.
Last May 11, President Duterte directed the DSWD to lead the SAP distribution following the snowballing complaints against the purported irregularities in the release of emergency subsidies.
