SAP 2nd tranche payout starts in NCR -- DSWD


The Department of Social Welfare and Development (DSWD) announced on Tuesday, July 7 that it has started distributing the second tranche of cash subsidies in the National Capital Region (NCR).

DSWD Undersecretary Rene Glen Paje said the second round of Social Amelioration Program (SAP) payout already began in four key cities in Metro Manila.

"Nakapag-umpisa na po tayong makapamahagi lalo na sa mga lungsod, sa Quezon City, Makati, Caloocan at Pasig (We have started the distribution, especially in cities, in Quezon City, Makati, Caloocan and Pasig)," he said during the "Laging Handa" network briefing on Tuesday.

He said during second phase implementation of SAP, the DSWD also served "waitlisted" beneficiaries in Cordillera Administrative Region (CAR) Region I (Ilocos) , Region III (Central Luzon), Region IV-A (Calabarzon) , Region V (Bicol) and Region VII (Central Visayas).

Paje since they first conducted the second tranche payout last July 3, the DSWD has distributed P7 billion worth of SAP subsidies to over 1.38 million families.

In a radio interview last July 4, DSWD spokesperson Irene Dumlao explained that there was delay in the second tranche distribution of cash assistance in the NCR because they have to "carefully validate the list to ensure that only eligible beneficiaries will receive the aid, and there will be no duplication in the availment of the emergency subsidy."

Last June 30, the DSWD signed a memorandum of agreement (MOA) with the Land Bank of the Philippines (LBP) and six financial service providers (FSPs) identified by the Bangko Sentral Pilipinas (BSP) for the digital payment of SAP 2.

The participating FSPs are GCash, RCBC, Robinsons Bank, PayMaya, Starpay, and Unionbank.

The DSWD said the recipients will receive the cash aid through their restricted transactional or nominated accounts within 24 hours after the LBP downloads the SAP funds to the FSPs.

The 11 areas covered by SAP 2 are Region III, except Aurora province, the National Capital Region (NCR); Calabarzon; Benguet; Pangasinan; Iloilo; Cebu Province; Bacolod City; Davao City, Albay Province and Zamboanga City.
