Qualified Pasay city employees to get performance bonus


The Department of the Interior and Local Government (DILG) has given Pasay city government the green light to give performance bonus to employees who contributed in attaining performance targets and delivering results.

In a letter signed by Secretary Eduardo Ano, the DILG said, “We are pleased to inform you that the city government of Pasay is included in the official list of local of local governments eligible to grant the FY2019 performance-based bonus for qualified local officials and employees.”

With the Notice of Eligibility, Pasay City may now proceed with the next step as provided for in the DILG-DBM Joint Memorandum Circular No. 291-1 dated November 29, 2019.

The performance-based bonus rate for each employee shall be based on the ranking of the employee’s office.

The Planning and Development Office shall prepare the ranking of eligible offices, while the Human Resource Management Office shall prepare the list of eligible individuals, the Circular said.  

“This bonus will serve as our fitting recognition of, and incentives to our city personnel who really performed well and whose performance significantly contributed  to the accomplishments of their positions or offices, which translated to the delivery of needed services to our city residents and those from other localities alike,” Pasay City Mayor Emi Calixto-Rubiano said.

“Although the grant of this bonus pertains to their work done in 2019, their quality performance has paved the way for beefing up the capacity of Pasay LGU as a whole to address the challenge posed by the corona virus (COVID-19) pandemic and respond to the needs of our people who were adversely affected by this major public health concern,” the mayor added.

Rubiano explained that Joint Memorandum Circular 291-2 issued by the DILG and the Department of Budget and Management covers “LGUs in all provinces, cities and municipalities and applies to all their officials and employees holding regular plantilla positions as well as contractual and casual personnel having an employer-employee relationship with these LGUs and whose compensation are being paid wholly from Personnel Services budget.”
