The local government of Mandaluyong City has temporarily imposed a liquor ban as part of its preventive measures against the coronavirus disease 2019 (COVID-19).
Mayor Carmelita Abalos recently signed Ordinance No. 763, Series of 2020, which temporarily bans the sale and delivery, and regulates the consumption of liquor in the city during the enhanced community quarantine period imposed by the national government.
Under the measure, business establishments such as restaurants, clubs, hotels, retail stores, supermarkets, and other similar businesses in Mandaluyong are prohibited to sell, serve, or deliver liquor or other alcohol drinks.
“Consumption of liquor in public places shall be prohibited. Consumption of liquor within the confines of one’s home is allowed provided that only members of the household shall consume and shall strictly observe social distancing,” the ordinance read.
Homeowners should not also invite guests or visitors for drinking sessions or any other social activities, it added.
Violators of the ban will be slapped with a fine of P5,000, or imprisonment for three months, or both.
Business permits and license to operate of establishments found violating the ordinance will be suspended or cancelled. As a preventive measure, the erring establishment will also be closed down.
Any public officer, including police officers, barangay officials, and other law enforcement personnel in the city will face a penalty of imprisonment of three months, and temporary suspension from public service. They will also be held administratively liable for violating the measure.
“This Ordinance aims to promote social distancing by banning or regulating the sale, delivery, or consumption of alcohol, wine, beer, liquor, and other intoxicating beverages during the enhanced community quarantine,” the measure read.
According to the latest tally as of 2 p.m. Monday, there were 16 confirmed cases of COVID-19 in Mandaluyong City.
