BIR allows new business registrants to start operations immediately

The Bureau of Internal Revenue (BIR) has allowed new business registrants to immediately start operations while waiting for the delivery of their receipts and invoices from accredited printers.

However, they are required to purchase temporary printed receipts or invoices from the business registrant counter of the revenue district office upon registration.

BIR Commissioner Caesar Dulay came out with the guideline, Revenue Memorandum Circular No. 177-2019, to further enhance the law on easing government transactions.

The BIR printed sale documents shall be allowed to be used during the first year of business operation, or until these are fully consumed, whichever came first.

After the consumption of the sale documents, the business enterprise may now secure Authority to Print (ATP) receipts, or invoices.

The circular stated that the temporary receipts and invoices can be used as principal evidence in the sale of goods and services.

"They can be used as a supporting document in claiming expenses as deduction from ordinary gross income or claimed as input tax credit, subject to existing rules and regulations on invoicing requirements for taxation purposes," it added.

The guideline also stated that new business registrants may also use their own principal receipts and invoices if they are available during registration and there would be no need to secure temporary BIR issued sale receipts/invoices.
