Four years ago, the city government also earned the PCCI's Most Business-Friendly LGU Hall of Fame title after it won the same award for three consecutive years.

PCCI lauded the Valenzuela City government for "its commendable efforts in inspiring and initiating competitive and best practices in good governance in partnership with the private sector, significantly benefiting its business community and citizenry."

Valenzuela City Mayor Rex Gatchalian, along with other city government officials, received the award during the 45th Philippine Business Conference and Expo at the Manila Hotel on October 17.

In the annual search for the Most Business-Friendly LGU, PCCI judges municipalities and cities based on six criteria, including trade, investment and tourism promotions; public-private sector partnership; medium, small and micro-enterprise development; quality management systems and innovation; inter-local government relation; and quality customer service.
