This was asserted by Lapeña after provincial director of TESDA-Basilan Muida Hataman was reportedly arrested for possession of an improvised explosive device and materials used to manufacture explosives after a search warrant conducted by police.

In a statement, Lapeña said that Hataman was hired as Supervising Technical Education and Skills Development (TESD) Specialist in July 2012.

He was later promoted as Director III in August 2013 and has been assigned in Basilan since then as Provincial Director.

"The agency is saddened by this incident, mindful that this may send the wrong messages to the sector that we serve." He said.

He added that he will not tolerate any wrongdoing by any TESDA personnel and assured that the agency will cooperate in any investigation.
