The students from the City College of Pasay have already anticipated the said drill after receiving a text from the National Telecommunications Commission (NTC).

The shake drill turned out to be a letdown for the Metropolitan Manila Development Authority (MMDA) after the NTC texted the public two hours earlier than planned.

The said exercise was supposed to be a surprise but the NTC announced it before the supposed five minutes before the scheduled 1:00 p.m drill.

They explained that they did this to anticipate the traffic of messages.

Because of the early advisory, it defeated the purpose of assessing the public's awareness and preparedness during disasters since they were able to prepare before the drill.

Due to this, the MMDA was obliged as well to release an advisory hours before the drill.

According to Garcia, he will be sending a letter to the NTC for them to explain as an investigation will be done regarding the incident

The recent blunder according to the agency, will now serve as a point to improve on in the next surprise drill.
