CEBU CITY— A barangay councilor was shot dead shortly after he attended a session at the Kalunasan Barangay Hall Tuesday afternoon here.
Police identified the fatality as Ruel Mabano.

The victim was a former policeman who was on his first term as barangay councilor.
Police said that, according to witnesses, two men on a motorcycle were seen near the gate of the barangay hall just before the incident.
When Mabano emerged from the barangay hall, the two men approached him and opened fire.
The victim died on the spot with a gunshot wound in the head. The assailants drove off after the attack.
