“While we appreciate the gesture of the DepEd and the intent to remove administrative tasks from our teachers, we foresee that its implementation will be challenging,” said Teachers’ Dignity Coalition (TDC) National Chairperson Benjo Basas said in a statement.

TDC also asked the DepEd for “more clarity and preparation” to implement the policy that seeks to remove the administrative tasks of public school teachers.

Duterte then issued DepEd Order No. 2, series 2024 a day later, on Jan. 26, which mandates the transfer of all administrative tasks from teachers to school heads or principals and non-teaching personnel.

Administrative tasks, as defined by the order, are functions that are essential for the effective and efficient operations of schools, programs, projects, and services, but are not directly related to teaching and academic learning.

While it acknowledged the order and thanked the DepEd for the “clear intent of the order,” TDC, however, also urged Duterte to ensure its implementation on the ground.

Citing the DepEd report, there are 10,000 non-teaching personnel hired for 2023 and 2024.

However, Basas pointed out that “this is not enough even if we deploy one personnel per school, considering that we have more than 47,000 public schools nationwide.”
