ARTA streamlines gov’t transactions through online database system

The Anti-Red Tape Authority (ARTA), an attached agency of the Office of the President, launched on Nov. 30 its digital mapping platform to ensure seamless monitoring of government transactions and provide necessary information on Citizen’s Charter (CC) to the general public.

During the Ease of Doing Business (EODB) Convention 2023 at the Philippine International Convention Center in Pasay, ARTA Secretary Ernesto V. Perez said that the system will cater to three main users, including the clients or the general public, the government agencies, and the authority.

The Anti-Red Tape Electronic Management Information System (ARTEMIS) is a web-based platform providing real-time data on government services, efficient monitoring for ARTA, and information on processes, fees, and requirements for public use.

Through the platform, the public can access and download all the information about the Citizen’s Charter and its services by creating their personalized accounts. They may also subscribe to government agencies or specific services to be notified of any changes.

The system also allows government agencies to encode, upload, and edit services in the system using the data capture fields, requiring strict adherence to the prescribed writing style. The dashboard will assist them by tracking the number of their encoded and posted services, among other aspects.

In addition, ARTA will be able to easily monitor the Citizen’s Charter submissions of government agencies using the automated tracking and validation functionality of the system.

It may also be utilized for sharing the best practices of similar services and serve as a basis for reward and incentives of the government.

During his presentation, Perez shared that the ARTA’s technical group organized a three-day training for its employees, saying that “the common observation is that it is actually user-friendly. It’s not as difficult as you think.”

“So having been able to hear this directly from the persons we trained and having been told as that it is actually user-friendly, I am as encouraged as before that we can do it to all government agencies,” he stressed.

The Citizen’s Charter provides a comprehensive guide for obtaining necessary documents like birth certificates, IDs, licenses, clearances, and retirement benefits in the Philippines.

“The challenge is now the actual training of the agencies concerned and we will prioritize them, realizing that there’s so many agencies covered, but we will prioritize those agencies that deal directly in the granting of business permits and licenses,” Perez said, underlining the system’s roll-out plan.

He also said that ARTA is targeting to train 50 priority agencies, composed of national government agencies, government-owned and -controlled corporations, and local government units (LGUs).

“ARTA will ensure that each of the 50 priority agencies will be properly capacitated to be able to encode their Citizen’s Charter in ARTEMIS,” he stressed, adding that the training with the said agencies will be “intimate and hands-on.”
