DOTr privatizing infra projects via PPP


The Department of Transportation (DOTr) is privatizing several infrastructure projects in two batches as part of the state's public-private partnership program (PPP).

The first batch includes the NCR EDSA Busway and the North Long Haul Inter-Regional Railway (NCR-Ilocos, Cagayan).

The second batch includes the Manila Bay-Pasig River-Laguna Lake (MaPaLLA) Ferry System.

These projects will contribute to the improvement of transportation infrastructure and establishment of livable and sustainable communities, according to Transport Secretary Jaime Bautista.

On top of these, the DOTr wants to privatize 10 provincial airports in Bohol, Laguindingan, Bicol, Iloilo, Puerto Princesa, Davao, Bacolod, Kalibo, Busuanga and Siargao.

The government also plans to build an additional four new regional airports in Dumaguete, Siargao, Zamboanga and Masbate.

The PPP scheme will generate investments and employment for the populace while promoting transport connectivity and reducing logistics costs, according to Bautista.

At present, the Public-Private Partnership Center is helping the DOTr develop the two batches of projects under the PPP scheme.

They are conducting preliminary market sounding activities on interested private sector partners to gain insights and feedback on the project terms from Nov. 16 to 23, 2022.

The Public-Private Partnership Center manages the Project Preparation and Monitoring Facility (PDMF) which provides funding for the feasibility study of PPP projects.

Already, the DOTr has applied to use these funds for its upcoming transportation PPP projects.

The feasibility study will estimate the cost of the PPP projects.
