'Unanimous decision': Herbosa defends reassignment of PhilHealth executives
The decision to replace officials within the Philippine Health Insurance Corporation (PhilHealth) was “unanimous” among the board members, Department of Health (DOH) Secretary Teodoro Herbosa said.

“On Oct. 7, the PhilHealth Board met, and I am the chair, but I'm a non-voting chair, so it was the members of the board that voted against members of the executive committee of PhilHealth, the Executive Vice President and the Vice President for Finance; they are actually named," he said during a live televised press briefing on Oct. 24.
The decision to replace these officials, as per Herbosa, was attributed to several factors, including concerns related to the recent "Medusa hack."
"I think part of the problem was that the anti-virus was not updated, plus they cited many other instances in the past, the delayed publication of the dialysis, etc.,” he added.
However, due to an election ban, the implementation of this decision was put on hold, as said by Herbosa.
Herbosa also noted that "you cannot move or transfer government officials like them."
He shared that DOH wrote to the Commission on Elections (COMELEC) and the "exemption was given" last week.
However, Herbosa noted that the decision is "pending implementation" due to the request of President Marcos for additional time to seek clarification from the Governance Commission for Government-Owned or Controlled Corporations (GCG) regarding the decision's implementation.
"It's already exempted, but the board agreed to the request of the president and CEO to wait for the comment by the GCG,” he stated. (Zekinah Elize Espina)
