Corporal Romel Marzan, 36, of the Bani police force, was manning a checkpoint in Barangay Garrita in Bani when a pedestrian Doris Rarang, 40, and a resident of Barangay Arwas, was intercepted during the implementation of enhanced community quarantine at around 10:50 a.m., Thursday, April 9.
This enraged Rarang so much that she went on a rant, chastising the police and barangay personnel for holding her at the checkpoint, while those on vehicles were just made to pass through.
“Dahil pag may pera ako, hinaharang mga bus, jeepney paano ako sasakay , paaano ako magcommute. Ngayon wala ako pera , ginagamit ko paa ko ngayon haharangin ninyo ako ?. Ang harangin ninyo iyong mga sasakyan na walang lisensiya,” Rarang reportedly shouted at the law enforcers.
This so irked other passers-by that had one of them encouraging the police: “Posasan nyo yan! Posasan nyo yan, Sir.”
Despite this show of irrational outrage by Rarang, Marzan kept his composure, and politely asked her for her identification card.
But instead of reaching into her bag to retrieve her ID, Rarang reportedly went ballistic, and slapped Marzan twice across the face.
Marzan managed to keep calm anew, and instead asked Rarang to just sit down, and gather her wits about her.
As it turned out, Marzan’s extreme tolerance proved the best thing to do under the circumstances.
After Bani Municipal Health Officer Dr. Ma. Elena O. Orlino was summoned to the checkpoint, it was learned that Rarang was suffering from bipolar disorder.
This was further confirmed by Barangay Arwas Chairperson Fred Rivera.
Rivera was later allowed to take custody of Rarang.
