Police Brig. Gen. Anthony Aberin, newly-installed director of the National Capital Region Police Office (NCRPO), has ordered all police commanders to strictly enforce the ordinances of the local government units (LGUs) in Metro Manila.
Among those ordinances, according to Aberin, are those relating to prohibition on drinking along the streets and other public places, smoking and roaming half-naked in public places.
Police commanders are also tasked to strictly enforce the existing ordinances on curfew for minors.
“These ordinances are important in fostering a safer and more disciplined community,” said Aberin.
Compliance
In compliance with his order, a total of 6,940 violators were apprehended in the series of operations in Metro Manila since Monday, Nov. 25.
Among the violators, 2,208 were fined, generating Php1,571,645.00 in penalties.
Meanwhile, 4,732 violators were issued warnings and reminded of their responsibility to comply with local laws.
The all-out implementation of local ordinances was implemented during the time of former president Rodrigo Duterte.
During the implementation, the NCRPO recorded a significant decrease in crime volume with more than 50 percent reduction in street crimes.
Broken Windows Theory
In implementing local ordinances, Aberin explained the concept of "Broken Windows Theory" which emphasizes that addressing minor infractions can help prevent more severe crimes and increase residents' sense of security.
"We appeal to community members in Metro Manila to follow all national and local laws pursuant to our collective goal of ensuring a peaceful and orderly environment. Peace and security is always a joint undertaking between the police and the community," said Aberin.
