CAGAYAN DE ORO CITY – With the city’s Comprehensive Development Plan (CDP) 2020-2025 having no updated Comprehensive Land Use Plan (CLUP) as basis, the city government is faced with a big challenge of integrating the principles of the ‘RISE’ development framework because of these gaps.
No less than City Mayor Rolando Uy mentioned the dilemma during his first State of the City Address (SOCA) on Thursday, June 15, where he also tackled institutional development and participatory governance.

Mayor said the city government is behind on reviewing the CLUP.
"The entire bureaucracy of the city is full of experts, and I should only trust you to prove and operationalize my desire for the development of every family and community in the city," Uy said in vernacular during his first SOCA held at the Aquilino Q. Pimentel Jr. International Convention Center, Barangay Indahag, in this city on Thursday.
Local government units are mandated under the Local Government Code to prepare a CDP that outlines the key goals and objectives, challenges and concerns facing LGUs, and a set of programs, projects, and policies to attain their vision and mission towards sustained socioeconomic development.
The Regionalization and Metropolization, Institutional Development, Security and Safety, Economic Recovery, and Sustainability or RISE for short, will form the framework for Uy’s development agenda.
These will serve as guiding points in the drafting of city hall’s Medium Term Development Plan and Annual Investment Plan (AIP).
The City Planning and Development Office is currently working to finish the review of CLUP to be able to revisit the CDP and consolidate the RISE development framework, and finalize the AIP for 2024.
"This is a big challenge for them, and I will ask other offices in the city government to submit all the information and data they need," said Uy.
The local chief executive also tackled economic recovery, safety, security, and social development, regional leadership, connectivity, and accessibility, and other accomplishment reports under his administration.
As the full support of all of the department heads is important in achieving the city government's goal, Uy urged these top officials to continue applying their expertise, especially in providing public service.
Uy’s first annual report took place as a proposed motion under the agenda of the 20th city council, which held a special session on the same day at the convention center. The members of the council lauded the chief executive.
In connection with this, the city celebrates its 73rd Charter Day commemoration.
The city of Cagayan de Oro was created as a city on June 15, 1950, by virtue of Republic Act No. 521, and Republic Act No. 7670 is an act declaring June 15 of every year as a special non working public holiday in this city to be known as "Cagayan de Oro City Charter Day."
