DOST modernization bills move forward in House

At least eight measures seeking to modernize the Department of Science and Technology (DOST) and its attached agencies have moved one step closer to passage in the House of Representatives. 

This, after the House Committee on Science and Technology chaired by Aklan 1st district Rep. Carlito Marquez approved during a hearing Tuesday, Nov. 14 the creation of a technical working group (TWG) for the consolidation of these measures. 

The bills sought to further develop government agencies that are linked to scientific endeavors. 

These agencies under the DOST include the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Philippine Textile Research Institute (PTRI), Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), and Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD). 

DOST Undersecretary for Research and Development Leah Buendia outlined in the committee hearing the current problems of the department, which all stemmed from the lack of funding and facilities. 

“In fact, we would have done more if funds would have been available for research and development. Similar to what we did in other situations when we had Covid, we had to move in funds to other purposes so that we can support the research and development,” said Buendia. 

“We had to engage other partners from abroad in order to provide funds for DOST,” she added. 

Representatives of the government agencies that will benefit from these modernization measures were all present in the hearing to show their support for the bill’s passage. 

For PAGASA, the additional modernization funding will be a “strategic investment that will have a far-reaching benefits for the Philippines”. 

“It will not only safeguard our citizens from the impacts of extreme weather events and natural disasters, but also contribute to sustainable development and climate resilience,” PAGASA’s Officer-in-charge Nathaniel Servando said. 

“And therefore, we strongly endorse the proposal and that we urge for its approval to strengthen PAGASA’s capabilities and fulfill its mandate,” he added. 

Following the creation of the TWG, Marquez said, “Let us continue to work for the advancement of science, technology and innovation in the country by extending our legislative assistance to the [DOST] in order to achieve their mandate, mission, and vision, geared and utilized towards maximum economic and social benefits for the people." -Dexter Barro II
