DepEd reactivates Public Assistance Command Center to address school opening concerns

To address concerns related to the opening of School Year (SY) 2022-2023 in public schools next week, the Department of Education (DepEd) has reactivated the Public Assistance Command Center (PACC).

DepEd sets up the OBE-PACC at the Bulwagan ng Karunungan, DepEd Central Office in Pasig City to address concerns related to school opening for SY 2022-2023 (MERLINA HERNANDO-MALIPOT / MANILA BULLETIN)

The PACC, which was set up at the Bulwagan ng Karunungan, DepEd Central in Pasig City, formally started its operations on Monday, Aug. 15 along with the national launch of the 2022 “Oplan Balik Eskwela” (OBE).

DepEd Undersecretary for Governance and Field Operations Revsee Escobedo explained that the PACC would “cater to concerns, complaints, and requests of education stakeholders related to enrollment and other school opening preparations.”

The PACC, he added, is also tasked with disseminating and clarifying DepEd policies, programs, projects, and processes --- particularly those relevant to the opening of classes --- and “correctly identifying and coordinating concerns with the concerned office for appropriate actions.”

Citing Department Memorandum No. 63 series of 2022, Escobedo also noted that regional and schools division offices are directed to set up their command center through their Public Affairs Unit.

Teachers, learners, and parents can course through their concerns via hotlines, emails, text messaging services, social media, and letters and endorsements for appropriate actions, Escobedo explained.

The OBE-PACC, Escobedo said, shall serve as an “information and complaints processing and routing mechanism” which will receive, process, and respond to simple queries, information requests, and complaints from the general public, including those forwarded by other DepEd offices.

Escobedo said that the OBE-PACC will also assist in the dissemination and clarification of DepEd policies, programs, projects, and processes, particularly those relevant to the opening of classes, and correctly identify and coordinate with the concerned DepEd offices on complex concerns that will require the specific office’s appropriate action.

Moreover, it will monitor, document, and submit reports on all issues and concerns received by the OBE-PACC --- including the action taken.

As part of the school opening preparations, a command conference among the DepEd officials, partner agencies from the public and private sectors, media, and other stakeholders was also held on Aug. 15.

Escobedo said that DepEd will also hold the National School Opening Day Program (NSODP) on Aug. 22 to “feature school opening activities and OBE initiatives” to be livestreamed on DepEd’s official social media platforms.
