President Duterte has approved the promotion of eight ranking officials of the National Police Commission (NAPOLCOM), a move seen as a morale booster amid repeated lockdown of some of its offices due to coronavirus infection of the agency’s personnel.

Lawyer Vitaliano Aguirre, Napolcom vice chairman and chief executive officer, said the promotion would improve the agency’s overall organizational effectiveness and service, as well as intensify their competency.
Promoted to Director III are Donna Lynn A. Caparas, Staff Service Chief of the Crime Prevention and Coordination Service (CPCS) in the Central Office; Monday D. Samson, Regional Director of NAPOLCOM Region 1; Julieta P. Rañeses, Regional Director of NAPOLCOM Region 3; Jose S. Concepcion Jr., Regional Director of NAPOLCOM Region 7; Johnson G. Reyes, Regional Director of NAPOLCOM Region 8; and Jerome L. Asuga, Regional Director of NAPOLCOM Region 10.
Also promoted to Director II are Leonora G. Bartolome, Assistant Regional Director of NAPOLCOM Region 2 and Edman B. Pares, Assistant Regional Director of NAPOLCOM Region 5.
“The appointment of our newly promoted NAPOLCOM Directors will hopefully make an impact in the Commission’s continuing commitment to lead, improve and support the welfare and professionalization of the Philippine National Police (PNP); strengthen police discipline and integrity; improve citizenry’s sense of security; and enhance public service delivery particularly in these trying times,” said Aguirre.
