Palace: Explanation enough in lieu of quarantine pass in ECQ

Malacañang urged residents of the Greater Manila Area to bring their old quarantine passes with them when they are going out to procure essentials but said a simple explanation is enough if they don't have the said passes anymore.

Presidential Spokesman Harry Roque made the statement after President Duterte approved placing the Greater Manila Area under the enhanced community quarantine (ECQ) from March 29 to April 4.

In his press briefing, Roque said that the old quarantine passes distributed by different barangays or local governments should suffice for the one-week ECQ period.

However, he acknowledged that some passes may have been misplaced or thrown out already because it has been a long time since the ECQ was imposed.

"Kung mayroon pang quarantine pass, gamitin (If they still have their quarantine passes, then they should use it)," he said.

"Pero kung nawawala iyong quarantine pass, eh explanation na lang po ‘no talagang necessity ang labas ng bahay (But if you've lost it already, an explanation that you are out to get essentials) will be enough," he added.

Roque said it was also impossible to print out new quarantine passes.

"For the one week period parang imposible namang mag-isyu ng mga bago (it's impossible to issue new passes)," he said.

During the one-week ECQ period, those below 18 years old and above 65, those with comorbidities and other health risks, and pregnant women are required to stay at home except when obtaining essential goods and services. However, authorized persons outside their residence (APOR) will be allowed outside.

Meanwhile, travel passes will not be necessary during the ECQ.
