Customs activates E-TRACC system to monitor containers nationwide via GPS

A monitoring system that enables tracking of cargoes using GPS nationwide has been activated by the Bureau of Customs.

The electronic tracking of containerized cargo system (E-TRACC) monitoring center started operating on September 23, the bureau announced Thursday.

According to Customs Commissioner Rey Leonardo Guerrero, it is a state-of-the-art facility that shall serve as the central monitoring hub that will enable nationwide tracking of container cargoes via GPS trackers attached by the Piers Inspection Division of the Ports.  

“The monitoring center can track the real-time location and status of containers thus ensuring that no deviation from their supposed route is done,” Guerrero explained.

Once affixed, the trackers are immediately activated, and information can already be monitored by E-TRACC monitoring center, which is manned by a team from the Enforcement Security Service (ESS).

The bureau said it is optimistic that the E-TRACC monitoring center can help in enforcement efficiency and provide invaluable information in the conduct of investigation and apprehension.

Guerrero also warned that any attempt to tamper with the GPS trackers is punishable by law both civilly and criminally.

The advanced monitoring system is implemented under Customs Memorandum Order (CMO) 04-2020 which further implements Customs Administrative Order (CAO) 15-2019 in relation to Sections 1418 to 1421 of the Customs Modernization and Tariff Act. 

It is also in pursuant to the Customs bureau’s campaign to enhance border security and cargo monitoring with the use of modern technology.

On the same day, the bureau also activated the “orange” lane that is assigned to medium to high risk cargoes.

Goods declarations tagged as ‘orange’ shall pass through the x-ray scanning and once the image is found to be suspicious, it shall be subjected to physical examination.

The bureau has now four activated lanes-- green, yellow, and red. A super green lane is also in place for cargoes of major or multi-national companies.
