Guidelines, permit requirements for fireworks vendors simplified in QC

The Quezon City government has simplified the guidelines and permit requirements for fireworks vendors to ensure public safety or at least fully minimize fireworks-related injuries during the Holiday Season.

Memorandum Circular No. 12 s.2019 requires vendors to obtain Hawker’s Permit from the Market Development and Administration Department (MDAD) and pass the Fire Safety Inspection by the city’s Bureau of Fire Protection(BFP).
“We have made the guidelines simpler to encourage fireworks vendors to comply, follow safety protocols, and avoid the selling of prohibited firecrackers,” Mayor Joy Belmonte said.
In the previous years, the Belmonte explained that overly complex rules often led to non-compliance on the part of fireworks vendors.
“The guidelines are simple but stringent, providing adequate precautionary measures to ensure the safety of our citizens. We urge our vendors and residents to fully cooperate with the city government to promote safe and responsible holiday celebration in our city,” she added.
Under the circular, firecrackers and pyrotechnics have been clearly defined and all banned fireworks have been itemized.
Among the fireworks that were totally banned by the city government were the watusi, piccolo or any other firecrackers ignited through friction or scratching on hard surface, firecrackers with fuses that are too short or too long (e.g. burns less than three seconds or more than six seconds), polyvinyl pipe or boga, excessively powerful fireworks like Super Lolo, Lolo Thunder, Atomic Bomb (with more than .2 grams or ⅓ of explosive) and any fireworks obtained from an unlicensed dealer.
The Circular allows the selling and use of the following fireworks: Baby Rocket, Bawang, Small Triangulo, Pulling of Strings, Paper Caps, El Diablo, Judah’s Belt, Rocket, and other equivalent firecrackers.
On the other hand, Mabuhay, Roman Candle, Trompillo, Whistle Device, Butterfly, Fountain, Jumbo Regular, Luces, and Pailaw and equivalent devices are the only legal pyrotechnics under the Circular.
"The public, and all Heads of Departments, Offices, and Task Forces of the City Government, including all Punong Barangays, and stations and precincts of the QCPD and QCFD are hereby directed to strictly monitor the public's compliance with this Circular, and to report any unlawful act to Quezon City Hotline Dial 122," Belmonte said.
In line with this, the Department of Public Order and Safety, the lead implementing agency, has already formed monitoring teams to ensure that appropriate charges are filed against violators.
