By Jun Ramirez Commissioner Caesar R. (Manila Bulletin File Photo) The BIR chief issued the instruction through Revenue Memorandum Order No. 49-2018 implementing Ease of Doing Business Law (RA 11032). He explained that as a general policy internal revenue taxes shall be paid through Authorized Agent Banks (AABs), but RCOs in certain municipalities with no AABs are allowed to collect taxes. The services of collection officers are also utilized when AABs could not accommodate the influx of taxpayers during tax deadlines. "To implement RA11032 certain policies in the delivery of frontline services have to be amended, as such RCOs in addition to their existing job shall be now allowed to accept ONETT payments, subject to certain conditions," Dulay said. He said ONETT payments in excess of P20,000 shall be in the form of manager's or cashier check. The concerned RCO is required to deposit the tax payment to Authorized Government Depository Bank (AGDB) on a daily basis and provide ONETT processing officer with the photocopies of the electronic revenue official receipt (eROR), and deposit slip stamped "received" by the AGDB.
