The victim was identified as 60-year-old Elisio Cabugnay of Barangay Hinab-ongan, Calatrava.

Police Capt. Jesus Alba, deputy chief of the Calatrava Municipal Police Station, said the victim went to the house of the 47-year-old suspect to collect a P2,000 debt.

Instead of paying the victim cash, the suspect asked that he pay him rice because of insufficient funds.

The victim refused and got angry, resulting in a heated argument.

Alba said the suspect’s wife intervened to pacify them but the victim allegedly slapped her.

The suspect was irked and hacked the victim with a bolo. The victim sustained multiple hack wounds and declared dead in a hospital.

Alba said the suspect surrendered to barangay officials and now detained at the police station.
