'Wag na paulitin yan': Chua calls for heavy scrutinization of OVP budget

Vice President Sara Duterte should no longer be given a "free pass" in the House deliberations on the Office of the Vice President's (OVP) annual budget. 

Thus, said Manila 3rd district Rep. Joel Chua after the Vice President made rather disparaging comments about President Marcos' governance in an open letter on Wednesday, Aug. 7. 

"When the OVP budget is tackled soon at the House, she should no longer be given a free pass. Her OVP budget must be scrutinized for every spent and not spent. No more and never again shall the VP not be held to the same level of scrutiny as other public officials during the budget hearings," Chua said. 

The House Committee on Appropriations began the per agency deliberations on the P6.352-trillion 2025 National Expenditure Program (NEP) or the proposed national budget last Monday, Aug. 5. 

The OVP's budget is slated for panel scrutiny on Aug. 15. 

The House leadership had extended "parliamentary courtesy" to the OVP under Duterte during the 2023 and 2024 budget deliberations. 

This led to very minimal committee discussions--lasting just a few minutes--on the OVP's outlay the past two years. In contrast, agencies like the Department of Social Welfare and Development (DSWD) and Department of Transportation (DOTr) tend to undergo 10-hour plus long budget hearings.

Suffice it to say that a lot has changed in the dynamics between the country’s top leaders since 2023. 

"Managot siya dapat sa bawat piso ng OVP budget (She should be held accountable for every peso of the OVP budget)," Chua stressed. 

The Manila solon said the OVP must provide details to the House on how it spent its budgets in 2023 and 2024. 

"Magaling lang siya sa matatamis na salita at talinhaga. Pero kapag tanungin na ng mga detalye puro iwas, puro pagpapatawa, puro drama. Pero kapos at kapag tinimbang, laging kulang," Chua said of Vice President Duterte. 

(She's only good with sweet nothings and platitudes. But once the details are sought, she becomes elusive, comedic, full of drama. In the end she is found lacking.)

 

The OVP has a proposed budget of P2 billion under the 2025 NEP. This is a slight increase from its existing 2024 budget of P1.8 billion.
