Finalize benefit package for solo parents under new law: Villafuerte tells gov't agencies
Camarines Sur 2nd district Rep. Luis “LRay” Villafuerte has urged the Department of Social Welfare and Development (DSWD) and 17 other government agencies to establish a package of social protection services for the 15 million solo parents residing in the Philippines.

Thus, after Republic Act (RA) 11861 or the Expanded Solo Parents’ Welfare Act lapsed into law last June 28 granting solo parents expanded social benefits.

“A more comprehensive package of social welfare services and development initiatives for solo parents will help the government further ease their burden in rearing their children towards becoming productive citizens,” Villafuerte said in a statement on Thursday, July 7.
Aside from the DSWD, Villafuerte urged the 17 other government agencies to hasten their directive to pen a comprehensive package of social protection services in collaboration with local government units (LGUs) for solo parents and their children.
The government agencies directed by RA 11861 are as follows:
The Departments of Interior and Local Government (DILG), Health (DOH), Education (DepEd), Labor and Employment (DOLE), Finance (DOF), Migrant Workers (DMW), Trade and Industry (DTI), and Justice (DOJ); The Commission on Higher Education (CHED); Technical Education and Skills Development Authority (TESDA); Bureau of Internal Revenue (BIR); Civil Service Commission (CSC); National Housing Authority (NHA); Philippine Health Insurance Corp. (PhilHealth); National Economic and Development Authority (NEDA); Union of Local Authorities of the Philippines (ULAP); and the Philippine Commission on Women (PCW).
Villafuerte, one of the principal authors of the Expanded Solo Parents’ Welfare Act, also asked that LGUs be diligent in submitting lists of solo parent residents to the DSWD on a quarterly basis.
He then named the DSWD and the DILG, urging the two to finally establish a database of all solo parents in the Philippines, to open Solo Parents Offices and Divisions (SPO/SPD) in all cities and municipalities, and to issue beneficiaries their Solo Parent Identification cards (SPICs).
