The Vice President wrote the letter on July 31, the day of Ramos' death.

It was a separate statement from the one she issued to the public on the same day but it likewise contained the same thoughts.

"It is with great sadness that I learned today of the passing of former President Fidel V. Ramos. I offer my sincerest sympathy and heartfelt condolences to you and your family at this difficult time. Please know you and your family are in my thoughts and prayers," Duterte wrote.

The Vice President went on to remember the former president's contribution to the country during his presidency, saying he was "a man of integrity, honor, and compassion."

"His unparalleled commitment and remarkable dedication to serve the Philippines and the Filipino people have been an inspiration to us all. He will long be remembered for his leadership, wisdom, and benevolence," Duterte said.

She also honored Ramos, commonly known as FVR, for being "instrumental in steadfastly steering the Philippines through domestic and international crises and challenges."

"In particular, his unique statecraft led to a period of considerable peace and political stability, as well as exceptional economic development. His outstanding contributions in nation-building will be his legacy for generations to come," the Vice President said.

"I join the Filipino people in celebrating his life and achievements, especially in building a stronger and united Philippines. I hope that you and your family find peace and comfort now in the knowledge that he has reunited with the Creator," she concluded.

A state funeral with full military honors will be given to Ramos on Aug. 9. Malacañang has also declared a 10-day period of national mourning until Aug. 9.
