Majority leader and Zamboanga City 2nd district Rep. Mannix Dalipe made a motion to this effect during the session Tuesday night, July 26.

Deputy Speaker and Davao City 3rd district Rep. Isidro Ungab carried the motion after he heard no objections from the floor.

Cavite's 7th district is without a congressman after its reelected representative, Jesus Crispin "Boying" Remulla, was appointed as Department of Justice (DOJ) secretary by President Ferdinand "Bongbong" Marcos Jr.

Romualdez is the incumbent Leyte 1st district congressman. He is the president of the Lakas-Christian Muslim Democrats (Lakas-CMD) party.
