DAGUPAN CITY – Tricycle drivers and operators no longer have to spend a single peso to secure permit to operate, regulatory and franchise fee here.

That’s just one of the campaign promises that Mayor Belen Fernandez lived up to.
This means tricycle operators shall have free franchise from July 2022 to 2025.
Among the other programs in her administration are the allotment of P200 million for the scholarship program for college students and continuation of the waste-to-energy project to address solid waste issues.
Fernandez herself made the announcement in her inaugural speech on Thursday at the CSI Stadia.
On free franchise, she said “Malaya na makakalaya ang mga tricycles sa lungsod dahil pinalaya na natin sila sa mga bayarin at singilin sa loob ng tatlong taon.”
Fernandez said about 5000 students in colleges and universities stand to benefit from the scholarship program that her administration will implement.
She said she will allot P200 million for the scholarship program.
“Sinimulan ko ang scholarship program noong 2013 sa halagang six million pesos para sa halos 500 scholars po lamang,” said Mayor Belen.
“Sa darating na pasukan, katulad ng ating ipinangako, sasalubungin natin ang pangarap ng mahigit 5000 scholars, kasama na ang mga kasalukuyang scholars, upang makinabang ang mas maraming pamilyang Dagupeño at mapagtapos ang kanilang mga anak sa kolehiyo,” she added.
“Eto na marahil ang pinakamatayog na pangarap ng Dagupan sa lahat ng mga plano nito sa ilalim ng ating administrasyon,” she added.
And the waste-to-energy project will continue that was introduced during her previous term as mayor of the city.
Likewise she mentioned that corruption and abuses will not be allowed in her administration .
“Walang puwang ang mga kurap at mga magnanakaw at mga nagmamalabis sa kaban ng bayan. Manalig po kayong tinitiyak ng gobyerno na ang pinaghihirapan niyong mga buwis ay may patutunguhan at hindi binabalewala, hindi natatapon, hindi nilulustay at hindi binubulsa,” she said.
The mayor also assured to maintain closer ties with the communities.
