"We extend our deepest condolences and sympathies to the family of Majority Leader Nonoy Andaya," Romualdez said in a message on June 30, following the announcement of Andaya's passing.

"With his steady hand and efficiency, Majority Leader Nonoy guided the House of Representatives during a tumultuous time in the chamber. His abilities as both a legislator and a leader will never be forgotten. We are shocked by his passing. He will be terribly missed in the halls of Congress. Our thoughts and prayers are with his family," Romualdez said.

Andaya served as Secretary of Budget and Management under the Arroyo administration from 2006 to 2010.

He was then a lawmaker, serving as Camarines Sur's 1st district representative from 1998 to 2006 and then from 2010 to 2019.

Andaya tenured as House Deputy Speaker from 2016 to 2018, and then as Majority Floor leader from 2018 to 2019.
