Police investigation showed that Dahunan was initially accosted by Kumalarang mayor Ruel G. Molina after the latter was reported excavating an area near the Barangay Poblacion national high school without a permit.

The confrontation led to an argument which prompted Dahunan to draw his short firearm from his sling bag.

The incident further led to a scuffle between the councilor and two of the mayor’s companions which ended with the councilor being restrained.

Dahunan failed to present documents to support the firearm and was thus arrested for violation of RA 10591, the law on Illegal Possession of Firearms and the Comelec gun ban under the country’s Omnibus Election Code.
