Comelec rescheds PL raffle to Dec. 14


The party-list raffle to determine the order of their listing in the official ballot in the May 2022 polls has been rescheduled.

Instead of Dec. 10, the Commission on Elections (Comelec) said the raffle will now be held on Dec. 14.

"In order for the party list groups, organizations, and coalitions with pending incidents to have the opportunity to secure a status quo ante order from the Supreme Court, the conduct of Party-List Raffle to Determine the Order of Their Listing on the Official Ballot for purposes of the 2022 National and Local Elections has been rescheduled from Dec. 10, 2021 to Dec. 14," the Comelec said in an advisory.

It added that the raffle will still be held at 10 a.m., at the Commission En Banc Session Hall, 8th Floor Palacio del Gobernador Bldg., Intramuros Manila and simultaneously via Microsoft Teams (MS Teams).

Based on the briefer released by the poll body earlier this week, the raffle will start with a roll call by the Clerk of the Commission or his authorized representative.

Next, all equipment, peripherals, and components to be used for the conduct of the automated raffle will be shown.

The Comelec will then show an alphabetical listing of all eligible party-list groups, organizations, or coalitions. Notice of any forfeiture in the order of listing shall be announced at this point.

Then, the software or application shall, then, be initiated by one of the Commissioners present or the Clerk or any other authorized personnel.

The randomized listing shall be printed and signed on each and every page by the person, who initiated the software or application, and other Comelec representatives. Said listing shall likewise be displayed via MS Teams.

The names of each party-list group shall be called by the Clerk. The authorized representative shall signify their consent and acknowledgment to the order of their listing on the official ballot through a verbal manifestation followed by the accomplishment of an MS Forms.

The Comelec said the refusal or inexcusable failure by the authorized representatives to comply with the requirements of verbal manifestation and acknowledgement via MS Forms shall be considered a waiver of their listing in the raffle.

"Consequently, their respective party-list groups, organizations, or coalitions shall be placed last in the list, in alphabetical order," it said.

It added that "no appeal, motion for reconsideration, or motion to re-raffle shall be entertained."

In Resolution No. 10733, the Comelec said it will conduct the raffle virtually amid the continued threat of the coronavirus disease (COVID-19).
