MMC to come up with uniform guidelines on movement of minors


Paranaque City Mayor Edwin Olivarez, also chairman of the Metro Manila Council (MMC), said the 17 Metro Manila mayors will come up with a uniform guideline on the movement of minors in malls, shopping centers, and other similar establishments.

Olivarez said the MMC, in a meeting held on Thursday (Nov. 18), agreed to refer to the Inter Agency Task Force (IATF) the guidelines to implement on the movement of minors aged 12 and below.

He said the guidelines on movement of minors will be out within the week.

Olizarez issued an executive order (EO) on Wednesday (Nov. 17) prescribing the guidelines on the movement of minors aged 12 and below in public places.

An order was issued to City Administrator Fernando Soriano and Business Permit and Licensing Office (BPLO) chief Atty. Melanie Malaya to temporary hold the implementation of the EO which Olivarez signed on Wednesday.

Under Olivarez's EO, minors below 12 years old are not allowed in indoor areas of malls and shopping centers except when their presence is indispensable to avail/obtain essential goods and services and to attend to health and legal matters or to avail of government services.

The EO allows minors 12 to 17 years old inside malls, shopping centers, and other similar establishments provided they are supervised at all times by their parents or guardians who are fully vaccinated against COVID-19.

Olivarez said he issued the EO after President Duterte urged local government units to pass an ordinance or a resolution on the movement of minors.
