Substitution due to withdrawal only until Nov. 15

Political parties may still change their respective candidates for next year's general elections until Monday, Nov. 15.

“The substitute of an aspirant who died, withdrew his candidacy, or was disqualified may file a COC (certificate of candidacy) for the Office affected on or before November 15, 2021 (Monday) so that the name of the substitute will be reflected on the official ballots. No substitution due to withdrawal shall be allowed after November 15, 2021,” the Comelec stated in its Resolution No. 10717.

“The substitute for an aspirant/candidate who died or was disqualified by final judgment, may file a COC up to mid-day of Election Day; Provided that, the substitute and the substituted aspirant/candidate have the same surnames,” it added.

President Duterte is set to run for vice president position and is expected to file his COC on Monday, said Presidential Communications Operations Office (PCOO) Secretary Martin Andanar. However, it is still uncertain who Duterte will substitute.

“President Duterte will return to Comelec on Monday to file his COC for vice president,” Andanar said on Saturday, Nov. 13.

Among the notable personalities who filed their COCs last Saturday were Davao City Mayor Sara Duterte, who substituted Lyle Uy of Lakas-CMD, for vice-presidency.

Also, Senator Christopher “Bong” Go withdrew his COC for vice-presidency under PDP-Laban and instead will run for the highest position in the land under the Pederalismo ng Dugong Dakilang Samahan (PDDS) Party.
