The northeasterly surface wind flow, or the initial blast of the northeast monsoon or "amihan," persists over the extreme portion of northern Luzon.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said partly cloudy to cloudy skies with isolated light rains may prevail over Batanes and Babuyan Islands.
Likewise, Metro Manila and the rest of the country will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms.
PAGASA advised those in these areas to remain vigilant against possible flooding or landslides during severe thunderstorms that occur usually in the afternoon or evening.
A gale warning was also raised on Tuesday morning due to strong to gale-force winds associated with the northeasterly surface wind flow.
PAGASA said rough to very rough seas may prevail over the northern and western seaboards of northern Luzon.
"Fishing boats and other small seacraft are advised not to venture out into the sea, while larger sea vessels are alerted against big waves," it said.
