Roque assures 'reasonable' granular lockdown as guidelines remain unavailable

The govenrment will be “reasonable” in the implementation of granular lockdowns in the National Captial Region (NCR) or Metro Manila despite the delayed release of the guidelines for it, Presidential Spokesperson Harry Roque said on Tuesday, Sept. 7.

In a virtual press briefing, Roque said the imposition of the granular lockdowns could be deferred by a one day to Thursday, Sept. 9, given the non-release of the guidelines.

The granular lockdowns were supposed to be imposed in NCR on a pilot-testing basis on Wednesday, Sept. 8. On the same day, the region will switch to a general community quarantine (GCQ) from a modified enhanced community quarantine (MECQ).

“So reasonable naman po, kung hindi talaga mailalabas yang mga guidelines na yan (if the guidelines won’t be released) today, well the effectivity will have to be the day after tomorrow,” Roque said.

“We will be reasonable. Kasi tama naman na the application should be prospective–after malaman ng taumbayan (It’s only proper that the application be prospective–after the public has learned about it),” he explained.

Roque said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) will hold a final meeting on the rules for the granular lockdowns at 3 p.m. Tuesday.

“We were ready to come up with preliminary guidelines pero (but) I understand may pahabol pang suggestions at inputs ang mga local government units [LGUs] (the local government units will give last-minute suggestions and inputs). So ayun lang po ang inaantay natin (So we’re just waiting for that),” he added.

Roque said that the Metro LGUs will have “different alert levels” under the granular lockdown set-up.

The dual scheme of GCQ and granular lockdowns is being eyed in the metropolis amid another surge of coronavirus disease (COVID-19) cases in the country, this time caused by the dreaded Delta variant.
