Pasay City Mayor Emi Calixto-Rubiano has ordered the investigation of a barangay executive who was arrested together with former state witness Mary “Rosebud” Ong by agents of the National Bureau of Investigation (NBI) over the weekend.
Rubiano said Ferdinand Balagot, barangay secretary of Barangay 187, was arrested together with Ong and Warlito Balagot in an entrapment operation in Pasay City by NBI undercover agents last Friday.
She said the report showed that Ong’s group was allegedly selling vaccine slots to five non-Pasay residents.
The mayor said the inoculation of these individuals did not push through and the vaccines were given to those who were listed and qualified to receive them that day.
“We have been strictly implementing a procedure of pre-registration and pre-listing of individuals to be vaccinated. This means that no walk-ins are allowed. Also, through this procedure, our vaccination personnel determine the qualifications of the persons availing of the vaccines, first of which is that they must be residents of Pasay,” she added.
Rubiano said the vaccines being given are for free and the city government is giving priority to Pasay City residents in the vaccination.
She warned barangay officials or personnel involved in illegal activities such as the selling of vaccines and vaccination slots that they will be punished according to the law.
The mayor said the Office of Pasay City Legal will submit a copy of the investigation report of the alleged involvement of the barangay official in the selling of vaccination slots to the Department of Interior and Local Government (DILG) and to the Pasay City Council.
Rubiano added that she also asked the investigating team to determine if there are other individuals who might have conspired with the barangay secretary and the group in their nefarious activity.
