DSWD chief oversees SAP manual payout in Taytay, Rizal


Department of Social Welfare and Development (DSWD) Secretary Rolando Joselito D. Bautista visited Saturday, June 19, Taytay, Rizal to personally oversee the manual payout of the emergency cash subsidy under the national government’s Social Amelioration Program (SAP).

In a Facebook post on Saturday, the DSWD announced Bautista’s visit to Taytay, Rizal with Field Office Director Jun Castillo.

The DSWD has started conducting manual distribution of the emergency cash aid to unserved SAP second tranche and waitlisted beneficiaries under the already-lapsed Republic Act No. 11469 or the Bayanihan to Heal as One Act, popularly known as Bayanihan 1.

The DSWD Region IV-A said the SAP payout in Calabarzon (Cavite, Laguna, Batangas, Rizal,Quezon) “is ongoing” for more than 900 unpaid SAP beneficiaries.

“Nasa higit 900 na residente ng Taytay,Rizal ang inaasahang matatanggap ang kanilang ayuda sa ilalim ng Social Amelioration Program (More than 900 residents of Taytay, Rizal are expected to receive their assistance under the Social Amelioration Program),” it said in a separate Facebook post on Saturday.

“Ang mga ito ay ilan lamang sa mga di pa natatanggap ang nasabing ayuda (second tranche at waitlisted) na ngayo’y sinisikap ng DSWD, sa tulong ng mga lokal na pamahalaan, na maipamigay sa lalong madaling panahon (They are just some of those who have yet to receive the aid (second tranche and waitlisted) which the DSWD is now trying, with the help of local governments, to distribute as soon as possible),” it added.

The DSWD Region IV-A said manual payouts were also conducted in other areas in Calabarzon on the schedule set with the local governments.

The DSWD announced Friday, June 18, that the SAP distribution in Manila City has been rescheduled for a later date after many residents flocked to the payout sites in high hopes of receiving their cash aid.

DSWD National Capital Region (NCR) Regional Director Vicente Gregorio “Vic” Tomas disclosed to the Manila Bulletin that “the Manila LGU has decided to stop the payout to avoid health hazards and rescheduled the payout activity for a later date.”

During the Laging Handa networking briefing early February, Bautista bared that they retrieved all the necessary data from the financial service providers (FSPs) and decided to conduct manual payout.

In April, the DSWD terminated its engagement with FSPs and decided to conduct manual payouts for unserved SAP beneficiaries.

Under RA No. 11469 or Bayanihan 1, around 18 million low-income households were entitled to receive their emergency subsidy amounting to P5,000 to P8,000 for two months.

The DSWD had noted that for the first tranche of SAP, it disbursed P99.9 billion to over 17.6 million family beneficiaries.

For the second tranche, it distributed over P87 billion worth of emergency cash subsidies through manual and digital payouts to 14.5 million family-beneficiaries.
