Navotas City Mayor Toby Tiangco is questioning the national government’s decision allowing leisure travels despite the rising cases of COVID-19 outside the National Capital Region and the provinces of Bulacan, Cavite, Laguna, and Rizal (NCR Plus) bubble.

“Bakit ganon? Ibig sabihin kapag kaya mong sumakay ng eroplano, mag beach sa ibang lugar, nakakalusot ka? (Why? If you can afford to ride a plane and go to a beach in other places, you can get out of the bubble? Why is that being allowed?)” Tiangco said Monday in a DZRH interview.

“Bakit hindi nila striktuhan? (Why won’t they impose stricter measures)”

The national government had earlier allowed non-essential travels of residents of the NCR plus bubble to other parts of the country after placing the region under the most stringent lockdown.

His concern stemmed from the Department of Health’s earlier pronouncement that an uptick in new cases in the provinces and regions outside the bubble is being observed.

“In Visayas, all regions showed gradual increase in cases… In Mindanao, all regions showed sustained growth in cases with Regions 10 (Northern Mindanao), 11 (Davao Region), and Caraga showing faster increase this week compared to the previous week,” a DOH statement said.

Tiangco said the national government should have learned from the lessons brought by the recent surge of cases the NCR plus bubble experienced in March or when the new virus variants entered the country.

He said that if there is a rise in cases in other parts of the country, then it means the egress of people from the bubble “was not controlled properly.”

“So kung ‘yung pagkatapos ng NCR, ‘yung sa labas ng NCR plus bubble naman ang tumaas ang cases, isa lang po ang ibig sabihin nyan (If, after the NCR plus bubble, those areas outside the bubble are the ones experiencing a surge, then it only means one thing),” he said, adding that the national government should adhere to the idea of strictly containing people within the bubble.

Tiangco said he will not hesitate to raise his concern to the national government.
