Funds for 2019 PBB to be released directly to regional offices - DepEd


The Department of Education (DepEd) maintained that the funds for 2019 Performance-Based Bonus (PBB) of the eligible employees will be released in the regional offices of the agency.

Sevilla, in a regional press conference on April 30, reported some important updates on compensation, allowances and benefits, including the PBB.

In the said report, Sevilla said that the Department of Budget and Management (DBM) “will directly release the PBB funds” to the DepEd Regional Offices (ROs). Then, these funds will be released to the School Division Office (SDOs) and to the “respective personnel eligible for the grant of PBB.”

Sevilla reiterated that teaching and majority of the non-teaching personnel of the DepEd are “set to receive” their PBB after the IATF (AO25TF) declared the department “eligible for the annual incentive.”

After the confirmation of eligibility of DepEd by the AO25TF, Sevilla said that the DBM “will facilitate the release of the bonuses.”

The school-based personnel, she explained, “will be the first ones to receive their bonuses.”

This will be followed by the SDO-based personnel who are assigned in the schools.

After the SDOs, what comes next is the ROs. Employees in the Central Office (CO) will be the last to receive the 2019 PBB, Sevilla stressed.

“Pay-out for PBB 2019 will depend on the submission of validated reports from schools and field offices,” Sevilla explained.

“The processing time of which by AO25TF depends on the completeness of documents submitted during the validation period (ranking, eligibility and isolation list) and downloading of funds from DBM to the ROs, ROs to SDOs and SDOs to personnel,” she added.

DepEd has also been monitoring the status of submission of validated documents per region. “First come, first serve basis will be followed in the validation of the DBM,” Sevilla said.

The PBB is a "top-up incentive” given to personnel of bureaus or delivery units in accordance with their contribution to the accomplishment of their department’s overall targets and commitments.

DepEd said that the AO25 TF “sets specific conditions and reviews the agency’s accomplishments” within a fiscal year to determine the eligibility of the department and its personnel to receive the bonus.

In 2012, the Executive Order (EO) 80 was issued directing the adoption of the Performance-Based Incentive System (PBIS) for Government Employees which consists of the Productivity Enhancement Incentive (PEI) and the PBB.

In March, DepEd formally announced that teachers and select non-teaching personnel are eligible for the 2019 PBB.
