Mayor Emi orders strict implementation of MECQ protocols


Pasay City Mayor Emi Calixto-Rubiano has issued an executive order on the strict implementation of health protocols during the Modified Enhanced Community Quarantine (MECQ) from April 12-30.

Rubiano said the city government will implement the unified curfew hour from 8 p.m. to 5 a.m. as agreed upon by the Metro Manila Council (MMC).

She said any gathering or assembly outside of residences as well as inside homes with persons outside of one’s immediate household is strictly prohibited in the city.

The mayor also wants strict home quarantine to be observed in all households and the movements of all residents shall be limited to accessing essential goods and services and for work in permitted offices or establishments.

Rubiano said the market day scheme in the city is still in effect for all 201 barangays and each resident must comply with the assigned schedule of their respective barangay.

The Pasay City Public Market was also ordered by Rubiano to strictly impose the market day scheme of each barangays and must check the minimum health standards like the wearing of face mask, face shields, temperature check, physical distancing of at least one meter among all persons in the market unless a greater distance is specified, and avoid mass gathering in the market.

On the sale of liquor, Rubiano said that duly licensed liquor dealers may continue to sell to their retail customers from 8 a.m. to 8 pm. However, only residents of the city are allowed to purchase during the window hours and are required to show proof of residency.

She also said that barangays may continue to implement roads closures and control points as warranted, limited to barangay roads, esquinitas, alleys, callejon, and other interiors provided that the barangays notify and coordinate with the city government.

The mayor also ordered the local police, barangay officials and barangay tanods, Pasay City Public Order and Safety (POSU), and Pasay City Environment and Natural Resources Office (CENRO) to heighten the enforcement of all health measures and protocols.
