ARTA's anti-red tape app to include SAP aid distribution feature


The Anti-Red Tape Authority (ARTA) is in talks with the developer of its Go.SmARTApp to include a feature that will make the rollout of the Social Amelioration Program (SAP) faster and more efficient.

ARTA Director-General Jeremiah Belgica made the statement as the distribution of the cash aid in areas under the enhanced community quarantine (ECQ) started this week.

In a statement, Belgica said ARTA started talks with app developer Multisys Technologies Corporation for the design of the SAP distribution feature of the Go.SmARTApp.

"May additional budget na P20 billion or so na i-di-distribute for the ECQ areas so kailangang kailangan ang automated platform (There is an additional P20 billion or so to be distributed in ECQ areas so we really need an automated platform)," he said Thursday.

The Go.SmARTApp has data gathering and geo-mapping features that will give analytics and accurate information to the personnel in charge of the distribution of the social amelioration. According to ARTA, these features will help the Department of Social Welfare and Development, the implementer of SAP, to spot fake data.

ARTA added that these features will help validate if the financial aid or any form of assistance will be properly distributed per location. This will also expedite the distribution process.

"Mas magiging mabilis, madali at mapipigilan din natin ang korupsyon (This will make the process easier and faster and it will help us prevent corruption)," Belgica said.

"Isa rin sa pinakamahalaga ay makikita natin kung sino ang mga nagbiyan na (One of the important functions of this app is we will see the people who already receive the cash aid). So that is really good," he added.

The Go.SmARTApp, donated by Multisys to ARTA, is set to launch on April 22.

The Go.SmARTApp is seen to significantly streamline the ease of doing business and anti-red tape reform initiatives of the government through its automation features and capabilities. ARTA said last month that they will incorporate the government's StaySafe.PH contact tracing app in the Go.SmARTApp platform to help address the coronavirus (COVID-19) pandemic.

StaySafe.PH is another donation by Multisys to the government. The platform was made mandatory for adoption and use in all national government agencies and instrumentalities as well as local government units (LGUs).
