NCR+ LGUs told to craft mechanism to hear complaints of those who would not receive cash assistance


Residents of the National Capital Region and four adjacent provinces who would not receive the P1,000 worth of assistance from the government may appeal to have themselves included in the list of beneficiaries.

Undersecretary Jonathan Malaya, spokesman of the Department of the Interior and Local Government (DILG), said local government units have already been instructed to set up Grievance and Appeals Committee in Metro Manila, Bulacan, Cavite, Laguna and Rizal for the purpose of hearing the complaints of those who would not receive the assistance.

Malaya said that the names of the unqualified recipients in the national government’s aid may be stricken-off and replaced by complaining individuals who deserve to be in the roster.

He explained that there is a mechanism in the level of the concerned LGUs which the complaining parties can use to appeal their case.

Since the funds were transmitted by the Department of Budget and Management (DBM) to the coffers of the concerned LGUs, Malaya said the localities are the ones preparing the “payroll’’ and are mandated to receive the complaints and appeal.

“Sigurado ako may mga magsasabi bakit ako wala sa listahan kami naman ay taga dito. Bakit hindi kami (included). May favoritism, ito na namang mga kamag-anak ni kapitan. Yung mga ganun (complaints) (I am sure there would be people complaining why their names were excluded from the list (of beneficiaries) we are from this place. Why were our names not included? There is favoritism (in the aid distribution). The relatives of the barangay captain (are on the roster). Yung mga ganun (These types of complaints),’’ Malaya said.

The DILG spokesperson noted that almost 90 percent of the LGUs in the NCR-plus have received the financial assistance of the national government and may be distributed in the coming days.

On April 7, Malaya bared that Paranaque City will start distributing the national government’s aid in the morning with Caloocan City following suit in the afternoon. The following day, April 8, said Manila, Mandaluyong City and Valenzuela will do the distribution.

Other LGUs in the NCR-plus will start the distribution process in the succeeding days with each family allowed to receive a maximum of P4,000. LGUs were given 15 days to distribute the assistance.

Malaya said NCR Plus mayors must first prepare their executive orders and post the list of beneficiaries in their websites, social media accounts and barangay halls before the distribution of the financial assistance from the national government.
