LGUs given leeway to decide on ECQ aid: P1,000 in cash or in-kind

The imminent assistance for low-income people in areas under enhanced community quarantine (ECQ) will not necessarily be given in-kind.

In the meeting with the President, Budget Secretary Wendel Avisado reported that the assistance would be “in-kind,” and not in cash, to ensure the food and non-food requirements of the people would be provided. The 22.9 million beneficiaries represent 80 percent of the total affected population in NCR plus.

Once the DBM is prepared to release the funds, Roque assured that the local officials could receive the resources in a matter of seconds.

Senate Minority Leader Franklin Drilon has proposed that the assistance should be given in cash since it would be simpler. Drilon also said there could be possible allegations of corruption in the purchase of ayuda in-kind.
