The Department of Transportation (DOTr) is currently drafting a memorandum circular on the operation of electric-powered vehicle. Once the memorandum is approved and published, the Land Transportation Office will begin implementation. The LTO has submitted a draft of guidelines to DOTr that requires e-scooters and e-bikes to be registered and the owners to have a license.
According to LTO chief Edgar Galvante, the Republic Act 4136 states that all drivers need to have a license and their vehicles must be registered no matter how the vehicles are powered.
