Lacson says DND-UP accord abrogation has ‘strong basis’

Senator Panfilo M. Lacson on Wednesday said he is confident that Defense Secretary Delfin Lorenzana has strong basis in unilaterally abrogating the 1989 University of the Philippines (UP)-Department of National Defense (DND) accord.

Lacson, chairman of the Senate national defense and security committee, said Lorenzana might have intelligence information that the state university has become a safe haven of the Communist Party of the Philippines/New People’s Army (CPP/NPA).

Recalling his Senate committee hearing on the red-tagging issue, Lacson said parents were trying to find out where their children had gone.

It turned out that youngsters killed in encounters with government troops are with the NPA and that they were students of UP and Polytechnic University of the Philippines (PUP), he added.

During a DZRH radio interview, Lacson, a former Philippine National Police (PNP) chief, said Lorenzana should have first consulted with the UP leadership headed by Danilo Concepcion before abrogating the accord and discuss parameters in dealing with the issue.

Lorenzana, according to Lacson, should have told the people the basis for his rescinding the accord.

In accords, treaties or agreements, two people talk and one party should inform the other party that he is rescinding the accord.
