Yap was among the lawmakers who joined President Duterte during the signing of the the 2021 P4.5 trillion General Appropriations Act in Malacañang last December 28 where Duterte voiced out his preference for Romualdez as the administration’s vice presidential bet

Aside from Yap, also present during the signing of the national budget were House Speaker Lord Allan Velasco,  and House Minority Leader Stephen Paduano.

Senate President Tito Sotto, Senate Majority Leader Juan Miguel Zubiri, Senate Finance Committee chair Sonny Angara, Sen. Bong Go, Sen. Francis Tolentino also attended the signing of the 2021 GAA.

Reports said it was in October in Malacañang when Duterte expressed his preference for Romualdez to be the country’s no. 2 lead man following the latter’s sterling performance and admirable work ethic in shepherding the administration’s priority legislative agenda.
