Arrested were Teodoro Tomas, 50, a resident of Sampaloc, Manila; and Eddie Peralta, 26, a resident of Sta. Cruz, Manila.

Investigation showed that a certain Ariel Garcia was riding his motorcycle in Paco, Manila at around 10:50 p.m. when he was flagged by the two enforcers at the corner of Pedro Gil Street and President Quirino Avenue.

Tomas and Peralta confiscated the victim's license for reckless driving and for having no certificate of registration for his motorcycle. However, they reportedly told him that they will return his license if he gives them P1,000.

Garcia said he promised the enforcers that he would get the money and return to them. But on his way back, he decided to approach members of the police who agreed to conduct an entrapment operation.

The two enforcers were arrested after they were given P1,000 by the victim and were questioned by the police.

The suspects are now under police custody and will be facing charges for robbery extortion, police said.
