'Ulysses' onslaught: Man found dead on roof of house; 170,000 evacuate their homes


Typhoon "Ulysses" has already killed one person in the Bicol Region (Region 5) and displaced more than 170,000 people, an initial report from the regional post of the Office of Civil Defense (OCD) bared Wednesday night.

Amid raging rainfall and howling wind, one Avelino Cabanela, 68, was found dead on the roof of his house in Purok 1, Barangay Bagasbas, Daet, Camarines Norte by the authorities, according to the OCD-Bicol report. The cause of his death is yet to be verified by local officials.

Meanwhile, a certain Glenn Isaac, 38, from Purok 4, Mercedes, Camarines Norte sustained a cut on his right ankle while fixing the damage on his house.

Three other people were reported missing in Vinzons, Camarines Norte. They were identified as Jessy Boy Alvarez, 33; Roland Alvarez, 48; and Bobby Roderick Masaya, 19, all from Barangay Pinagtigasan.

The report added that a total of 47,316 families or 171,159 individuals were displaced by typhoon Ulysses in Bicol Region.

Of these, 45,176 families or 162,753 individuals were staying at evacuation centers across the region which is still reeling from the destruction of Super Typhoon "Rolly" barely two weeks ago.

A total of 938 passengers, 255 trucks, 44 light vehicles, and five sea vessels were also stranded in various sea ports while 46 sea vessels took shelter to avoid devastation.

Four landslides were also monitored by the OCD-Bicol, three of which were in Ragay and Sipocot towns in Camarines Sur while the other one was in Bulusan, Sorsogon. The Sto. Domingo - Buhatan - Cagraray Circumferential Road was closed to motorists due to a rock fall and landslide. 

Meanwhile, 136 areas in Camarines Sur, Camarines Norte, Catanduanes, and Sorsogon were flooded as of 5 p.m. 

The supply of power, water, and communication lines were also affected in almost the entirety of Albay, and in some areas in Camarines Norte, Camarines Sur, Catanduanes, Masbate, Sorsogon, and Naga City.

Typhoon Ulysses made landfall over Patnanungan, Quezon around 10:30 p.m., according to the Philippine Atmospheric, Geophysical, and Astronomical Services Administration.
